In addition, for the 2010--11 influenza season, children aged 6 months--8 years who did not receive at least 1 dose of an influenza A (H1N1) 2009 monovalent vaccine should receive 2 doses of a 2010--11 seasonal influenza vaccine, regardless of previous influenza vaccination history. Children aged 6 months--8 years for whom the previous 2009--10 seasonal or influenza A (H1N1) 2009 monovalent vaccine history cannot be determined should receive 2 doses of a 2010--11 seasonal influenza vaccine.

Т.е. если в прошлом году ребенка в России не прививали Моногрипполом (а другой вакцины в России просто не было), то в этом году согласно данных рекомендаций его надо привить дважды с месячным интервалом между прививками.
Однако, в российском вкладыше к Ваксигриппу, дословно приведена прошлогодняя инструкция, и данного примечания нет. В центре вакцинопрофилактики также отказываются следовать рекомендациям CDC и прививать ребенка повторно.

Далее по тексту ACIP прививодит подробные обоснования своих рекомендаций по двухкратной вакцинации:

The recommendation to administer 2 doses to children who did not receive an influenza A (H1N1) 2009 monovalent vaccine, regardless of previous seasonal influenza vaccine history, is new. This change in recommendations is made on the basis of data from several immunogenicity studies indicating that children aged <9 years have lower antibody levels and lower rates of protective response after receiving a single dose of vaccines containing the 2009 pandemic H1N1 antigen compared with older children and adults. However, >80% of infants and children aged <3 years and >90% of older children who receive 2 doses of a vaccine that contains the 2009 H1N1 antigen develop protective antibody levels (158,160; National Institutes of Health, unpublished data, 2010). Therefore, current immunogonicity data indicate that at least 2 doses of the 2009 H1N1 vaccine antigen are needed to produce protective antibody levels for the majority of young children. This recommendation includes children who have received at least 2 doses of a seasonal influenza vaccine in a previous season and who would normally be scheduled to only receive 1 seasonal vaccine dose in the 2010--11 season.
